EUROPEAN CONTRACTORS

Bidding into the UK and Ireland from mainland Europe

The engineering is not the problem. The submission is.

01

What changes at the border

European contractors entering UK and Irish frameworks are rarely short of technical capability. What catches them is that the submission is scored differently from home.

UK and Irish public procurement puts substantial weight on written quality — method, social value, how the work will be managed, what happens when it goes wrong. Under the Procurement Act the emphasis on value beyond price has, if anything, increased. A response that would satisfy a continental evaluator on technical merit can score poorly here for reasons that have nothing to do with the engineering.

What contractors tell us

“French people are not so used to the British and Irish environment and I think we don’t put the same effort in saying exactly the right things and selling ourselves.” — Business development lead, European civils contractor

“we’re less used to these value settlements and different ways of presenting your solution and methods… we sometimes have missed a bit on these points.” — BD manager, UK and Ireland, European civils contractor

“there’s a big emphasis on… to really convince the client that you are a potential trusted partner, someone he can really lean on and trust you.” — BD manager, UK and Ireland, European civils contractor

And the shape of the work itself:

“we receive a thousands of documents at the beginning… and at the end we have to submit a set of deliverables in only 10 to 25 pages. And how to really make the difference with that.” — Technical director, European infrastructure contractor

What Blue Edge AI does about it

It checks the response against the client’s own specification and standards, and flags what has not been covered — including the requirements that are easy to miss when the conventions are unfamiliar. Where a UK evaluator expects evidence, it identifies where the answer is thin before submission rather than after feedback.

The system works from the tender you were sent, so the standards being applied are the client’s, not a template written for a different market.

The regulatory gateway. Load the local legislation once as a knowledge library and every response is checked against it. A consents method written for another country’s statute is used for its approach and corrected for the rules here, for every owner, every time.

Where the client has spent five years on its own design, the bid has to improve it without telling them they were wrong. The listening check reads the draft for exactly that tone.
